Tim spent the first ten years of his legal career in complex civil litigation with two New York City Law Firms. In 2013, special education touched his personal life and became the catalyst for him to change the course of his professional career when he joined the DOE's Special Education Unit.

 

Tim then shifted his role to policy and compliance. As Director of CSE Compliance Citywide, he trained, managed, and advised the CSE clinical and litigation teams. In so doing, compliance across the City greatly increased. He worked with internal and external stakeholders, including the State Education Department, Board of Regents, NYC Mayor's Office, NYC Law Department, labor unions and more - to help create, draft, and publish significant public policy and guidance for students with disabilities, which is still in effect today. 

 

Tim next joined the DOE's Implementation Unit ("IU") as their Legal Advisor. In that role, he managed the implementation of Impartial Hearing Final Decisions, and supported in all areas of Federal, State, and IHO litigation and appeals involving IU. In 2022, we were finally able to bring Tim to Skyer Law as a senior associate.

 

Tim's passion has always been supporting families and litigation, and he couldn't be happier to do both here at Skyer Law. Tim was raised in Bay Ridge, Brooklyn, and currently resides in Westchester with his wife, two children, and active dog, Stanny. Other than being with his family, in his spare time he enjoys hiking, biking, craft beer, and live music.
