
Regina Skyer is a leading special education attorney widely recognized throughout New York State. After a successful fifteen-year career as a social worker and special education administrator, Regina entered the City University of New York Public Interest Law School in 1988 with a clear purpose - to advocate for children with special needs and their families. While in law school, she balanced parenting and her work as Director of Summit Camp, graduating in 1991 as one of the top students in her class. She was admitted to the New York Bar in 1992.
Before founding her own practice, Regina worked as a pro bono volunteer attorney at Advocates for Children and spent time in the New York City Board of Education’s Office of Legal Services.
As the founder and managing partner of SkyerLaw, Regina is deeply involved in every aspect of the firm’s day-to-day operations. She meets with new clients, guides families in identifying the right educational programs and opportunities for their children, and collaborates closely with educational consultants, neuropsychologists, evaluators, and school administrators to ensure each child’s needs are met.
Regina is also a sought-after lecturer who frequently speaks at conferences and workshops on special education law. In 2015, she published How to Survive Turning 5: The Handbook for NYC Parents of Special Needs Children, an essential resource for parents navigating the preschool-to-kindergarten transition.
Throughout her career, Regina has served on the boards of numerous private schools and charitable organizations. She currently volunteers teaching school children through the Museum of Jewish Heritage in New York City.
