Driven by Passion and Commitment

A lifelong champion for students with disabilities and their families, Regina Skyer founded our firm in 1992 with a simple yet powerful mission: to ensure every child receives the education they deserve.

Regina began her career as a social worker and special education camp administrator before earning her law degree. She volunteered as a pro bono attorney at Advocates for Children and later worked in the NYC Board of Education’s Office of Legal Services. Drawing on her dual background in social work and law, she opened a solo practice that has grown into one of New York City’s leading special education law firms – representing more than 2,000 families every year across all five boroughs.

Today, SkyerLaw is led by a dedicated team of attorneys, advocates, and professionals who continue Regina’s mission with the same compassion and determination that defined its beginnings. Our multidisciplinary experience –spanning law, education, and child development— allows us to guide families through every stage of their child’s educational journey and to shape the future of special education advocacy in New York City.

Motivated by her own experiences as a parent and social worker, Regina founded SkyerLaw to bridge the gap between families and the education system. Her vision —combining compassion with legal excellence— continues to guide the firm’s work with thousands of families across New York City.
