Teri Horowitz

Teri Horowitz, Senior Associate, Skyer Law

Teri began working with children with special needs in 1988, first as a camp counselor, and later as an administrator at Ramapo for Children in Rhinebeck, New York. Her work with families at Ramapo inspired her to pursue a career in special education law, a passion that deepened further when her oldest son was born. As a parent of a child who has attended three exceptional New York City special education schools - Aaron, Gateway, and Winston Prep - Teri brings both professional and personal insight to her work with families.

Teri earned her J.D. from Fordham University School of Law in 1998, where she was a member of the Fordham Law Review and a Stein Scholar. Following graduation, she served as the Ethics Clerk to the Honorable Carol Bagley Amon in the U.S. District Court for the Eastern District of New York. She then worked as a Skadden Fellow in the Juvenile Rights Division of The Legal Aid Society. Teri joined SkyerLaw in 2013.

Teri lives in Brooklyn with her husband and two sons. She continues her long-standing connection to Ramapo for Children, where she serves on the Board of Directors and previously held the role of Board Chair from 2014 to 2017.
