Thomas Beam

Thomas Beam, Senior Associate, Skyer Law

After graduating from law school, Tom began his legal career at the New York City Administration for Children’s Services, where he spent five years litigating child abuse and neglect cases. In 2013, he joined the New York City Department of Education as a staff attorney in the Special Education Unit, later advancing to Team Leader.

In 2018, Tom became Associate Director of the DOE’s Impartial Hearing Office Implementation Unit, overseeing case management operations and procedural improvements. He went on to serve as Senior Settlement Officer at the New York City Office of Administrative Trials and Hearings (OATH) within the Special Education Hearings Division, where he built and led the settlement team and developed the division’s settlement infrastructure.

In 2024, Tom left City service to join SkyerLaw, driven by his commitment to directly supporting families and students with special education needs.

Tom earned his undergraduate degree from the University of Maryland, College Park, and his J.D. from the Benjamin N. Cardozo School of Law.

A lifelong resident of Greenwich Village, Tom lives in his childhood home with his dog, Biscuit. He enjoys craft beer, Muay Thai, and remaining a loyal - if occasionally heartbroken - Mets fan.
