
Tim began his legal career in complex civil litigation, spending ten years with two New York City law firms before a personal connection to special education in 2013 inspired him to change the course of his professional life. That year, he joined the New York City Department of Education’s Special Education Unit, where he combined his litigation background with a growing passion for advocacy on behalf of students with disabilities.
He later transitioned into policy and compliance work as the DOE’s Director of CSE Compliance Citywide, where he trained, managed, and advised CSE clinical and litigation teams, significantly improving compliance across the city. In this role, Tim collaborated with key internal and external stakeholders, including the New York State Education Department, Board of Regents, Mayor’s Office, Law Department, and labor unions, helping to draft and publish public policy and guidance for students with disabilities that remain in effect today.
Tim next served as Legal Advisor for the DOE’s Implementation Unit, where he managed the enforcement of Impartial Hearing Final Decisions and supported federal, state, and IHO litigation and appeals. In 2022, SkyerLaw was thrilled to welcome Tim as a Senior Associate, allowing him to merge his expertise in litigation, policy, and advocacy to directly support families.
Tim was raised in Bay Ridge, Brooklyn, and now lives in Westchester with his wife, two children, and their energetic dog, Stanny. Outside of work, he enjoys hiking, biking, live music, and exploring new craft beers.
